Can you level up to 40 without the taken king

From what I've seen - no. I don't have taken king and I'm stuck at 34. This exactly what I've been looking up.

Yeah I'm a Titan at level 34 and it won't let me rank up but I have house of wolves. I am going to buy the taken king anyway because I played a strike and I saw some taken vandals and saw a lieutendant and I killed it and I got this rune and the guys who had the taken King didn't gat it and I feel sorry for them so I sent it to them through the postmaster
